The Emirate of Isan :

The Emirate of Isan was the second last emirate to join the federation. Located on the far southeast of the federation, and very prosperous on it's own accord. Isan is the only emirate that has a climate to produce quality wines in good enough quantity to export (Al'zjamesh has some wine as well).

The Capital of the Emirate is Isan City (Harbour City)

Head of State of the Emirate of Isan is Joseph Isan, he is also the Federal Minister of Justice.
